The posting of former Interior Minister Sabino Augusto Montanaro, according to Paraguayan law is not permitted, because he is accused, 87 years old. The law states, however, that persons over 70 years should be taken to the prison, but must be placed under house arrest. Montanaro's family has appealed against it. So far the judicial commission to decide on the opposition, not yet met. The dismissal of the ex-minister are to be taken within 24 hours. Montanaro was yesterday transferred from the Police Hospital in the state prison Tacumbú, where dozens of people demonstrated and the former "strong man" of the Stroesser regime wanted to see. In his more than 20 years as a minister are many people disappeared or were in the cellars of "Investigaciones" tortured to death. Montanaro is one of the most bloodthirsty officials of the dictatorship of 1954 to 1989.
