Except in the tertiary sector, the numerical relationship between student and teacher in Germany is less favorable than in international comparison. In primary education in Germany are 18.8 children to a teacher (OECD average 16.7), and lower secondary education are 15.5 (OECD average 13.7). The ratio of staff in primary and secondary education are thus somewhat less favorable than in 1998. In secondary education the figure is in Germany with 14.0 students per teacher also above the OECD average of 13.0 (Table D2.2). It is important to note that smaller classes can not automatically conclude that better student performance.
